The target learners are those who have reached high school (Grade 8) with a primary school history of under-performing in the language of learning. The Western Cape Education Department, since 2002, has made available statistics that showed the country was seriously under-performing in literacy and numeracy in its primary schools. Most primary schools under-achieve in literacy and numeracy in Grades 3 and 6, and in Grade 9 of the high schools. We believe this trend will continue unless a regular and intensive intervention programme is introduced internally, or externally through programmes such as the aba te - and Sipho Khapi Programmes.
